Position Description:

Job Summary:
The Image Analyst is responsible for supporting the Reconnaissance and Analysis (R&A) eradication mission at Patrick Support Division (PSD) and Forward Operating Locations (FOL). The Image Analyst will work as a member of an U.S. Department of State (DoS) International Narcotics and Law Enforcement (INL) Office of Aviation (OA)-contractor team. As a member of the team, the Image Analyst responsibilities may include, but not be limited to conducting multispectral image analysis using COTS software in support of the US Dept. of State Air Wing mission. Acquire, organize and integrate geospatial data and imagery into an enterprise geodatabase using ESRI GIS software (Server & ArcSDE). Populating and maintaining a worldwide imagery database; support activities include preparing and delivering presentations and written reports and the export of image products to operational usage. The R&A Image Analyst will have a thorough knowledge of geospatial software systems, specifically ERDAS Imagine, LPS, ESRI ArcGIS (Desktop, Server, and ArcSDE), and ArcView operating within a Windows 2000/XP environment.

Principle Accountabilities
JOB DUTIES & RESPONSIBILITIES
1. Performs spatial and spectral analysis of aerial imagery and Commercial Satellite Imagery.
2. Responsible for creating, editing, and populating data into enterprise geodatabase.
3. Responsible for database maintenance and troubleshooting.
4. Responds to requests from DoS/OA for information and briefings, and attends meetings as required.
5. Utilizes GIS programs to answer queries concerning R&A missions and data. Provide softcopy and hardcopy, maps presentations and briefings as required.
6. Maintains knowledge of new products used in GIS applications and development.
7. Updates, prepares and briefs reports of accomplishments, activities and plans.
8. Travels as directed to CONUS and OCONUS locations (Security Clearance and US passport required).
9. Responds to the operational requirements of the eradication program and the R&A program for new software, upgrades and revisions.
10. Provides programming requirements and documentation to contractor programmers, and assists in programming.

Knowledge & Skills
A. Must have thorough knowledge ArcGIS Server, ArcSDE, SQL and/or Oracle RDBMS storage and delivery methods and techniques.
B. Experience with ArcGIS Server Web Mapping Services with Flex and/or Silverlight APIs.
C. Experience supporting and/or implementing ArcGIS enterprise geodatabases with ArcGIS Image Server Extension
D. Experience with MS SQL or Oracle databases required.
E. Experience working with large raster datasets in ArcGIS and ERDAS Imagine.
F. Continued education/training will be required.
G. Must possess a current U.S. passport or the ability to obtain one before the assignment.
H. Possess, or the ability to obtain and maintain a DoD Secret Security Clearance is a condition of continued employment; active DoD Secret Security Clearance preferred.


Experience & Education
B.A./B.S Degree or equivalent (2 years experience is equal to 1 year applied towards a B.A./ B.S. ) Equivalent work experience may be substituted for the degree requirement at the R&A Managers discretion.

Must have a minimum of five years of extensive computer operations with at least one year experience directly pertaining to Geographical Information Systems. Must have experience populating data into an enterprise Geodatabase. Previous experience working within either a military or civilian operations or geospatial intelligence department is a plus.

Physical Requirements/Working Environment
Work Environment:
Works in a normal office environment with controlled temperature and lighting conditions. May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.

Physical Requirements:
1. Must be able to walk or stand on level and/or inclined surfaces up to three (3) hours per day and sit for up to five (5) hours per day.
2. Must be able to routinely climb / descend stairs.
3. On occasion must be able to lift 30 pounds.
4. Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.
5. Must be able to read and interpret newspaper and typewritten print.
6. Must be able to communicate by voice and detect sound by ear.
7. Must be able to distinguish color and judge three-dimensional depths.

Travel
Travel to and between CONUS and OCONUS locations is required.
